Can My 9 Year Old Multese Poodle Have Puppies

I have an 11 year old Maltese/Bishon. I am at my wits end. She seems to vomit every day. I have tried various dog foods as well as homemade foods like salmon or chicken. I have taken her to the vet and they have even done X-rays, medication, and specialty dog food for her, but nothing works.
